WITH THE UNITED STATES

After years of ranting against the United States, president Duterte decides to keep the controversial Visiting Forces Agreement (VFA).

Through an announcement that the VFA will no longer be abrogated confirms that after facing US Defence Secretary Lloyd Austin, Duterte retreated from his bluster last January 2020, with its "formal notice of termination" a month later. Using the mask of "anti-Americanism", Duterte's bluster was borne out of outrage over the US cancellation of the visa of his ally, Senator and former Police Director-General Ronald Dela Rosa, who actively took part in the "war against drugs" during the early years of the presidency.

“The President decided to recall or retract the termination letter for the VFA. So the VFA is in full force again. There is no termination letter pending and we are back on track,” said Defence secretary Delfin Lorenzana in a press briefing at Camp Aguinaldo.

Furthermore, this withdrawal of threat to terminate the agreement was secured by the recent decision of the US State Department to allow the sale of more $2.1 billion worth of military weapons and war matériel; and the initial delivery of ₱183 million worth of weapons, equipment last June 21; as well as ₱48.5 million worth of munitions last July 8. A week ago, the US government also delivered millions of Jannsen vaccines as part of its vaccine diplomacy to ensure the VFA’s continuation. These convinced Duterte to end his make-believe threats against the VFA.

It is not surprising this move brought by Duterte. Be it because he is in need of foreign aid for his war against the rebel forces to those of need for vaccines from US-based pharmaceuticals, Duterte's retreat from his "termination statement" shows that he tries to further secure support from the armed forces for his regime, knowing some of the officer corps in the armed forces are raised in Fort Bragg or West Point after they finished their degrees in Baguio. Furthermore, this may also in an attempt to divide the opposition- especially in a time people disagreeing with Duterte and his pro-China stance and thus trying to upheld the VFA and other agreements with the United States as a "countermeasure", and a means to curry favour the Biden administration whose Democratic party initially against Duterte with the Magnitsky act and the cancellation of Dela Rosa's visa. 

However, this make believe stance of Duterte failed to appease the patriots who wished to see a real non-aligned foreign policy. As said earlier, his anti-American stance, despite initially acknowledged, turns out to be a hollow rhetoric driven by personal discontent. His appeasement with the Chinese also fueled popular anger as he himself dismissed the decision as a "worthless piece of paper" while claiming that "he will defend the disputed islands" against a growing Chinese threat. 

But again, for Duterte, this is all but a joke, a hollow rhetoric meant to appease the people as any other traditional politician who promises "reform" and "change."

Despite these, the Filipino people, driven by renewed nationalism and the quest for national independence, must continue to push for the termination of lopsided agreements be it the VFA, the 70-year old "Mutual Defence Treaty", the "Mutual Logistics Support Agreement" and the "Enhanced Defence Cooperation Agreement." For these agreements, despite promising the Filipino to bolster its defence, rather gave the US military extraterritorial rights as they are allowed to make use of the Philippines as a large military base, maintain military facilities, permanently station their troops, land jet fighters, dock warships and stockpile weapons in the country.
And contrary to the promise of bolstering its defences, the agreements rather primarily meant to secure US economic, political, diplomatic and geostrategic interests- especially in using the dispute over Spratlys and Panatag Shoal as basis for American military intrusion in the Philippines. 

For sure Duterte's supporters and those against him expressed skepticism about the president's retreat from his earlier "anti-American" message. But, does American support will truly counter the growing Chinese threat? Will the opposition, especially the traditional ones still cling to the thought that American assistance meant improvement? Wouldn't be surprised if the United States will force the Filipino to pay like what happened in South Korea, with then-president Trump said Seoul should pay more. But, Filipinos still thinks that American support is free of charge if not "affordable" as its second-hand weapons and armour! Not even surprising if the weapons meant to defend the country against China are rather used to consolidate the order amidst growing opposition as the recent killing of activists in Bicol, the massacre of Lumads in Surigao del Sur, the massacre of peasants in Masbate and the relentless killings under Duterte’s drug war- and these are made by the men American legislators clamoured to suspend military aid to the Philippines in the face of widespread military and police abuses and violations of human rights.

Pardon for the thought, but neither from Wall Street or Shanghai bund will save the nation. Supporters of the agreement may still cling to their thought that the United States of America is the "free world" fighting against the "evil empires" of China and Russia. But, is the Filipino forgot that they're supposed to be non-aligned the way it joined the Non-Aligned Movement? Indonesia for instance, stopped the Chinese from intruding its waters; even Vietnam with its bloodiest battles against the China in the 80s (with China claiming they got the road leading to Hanoi yet having massive casualties). Both may have got substantial western support but did they require sacrificing their sovereignty? Sadly to say, the problem amongst Filipinos is its vassal-like mindset with thoughts of "tranquility" as one great power willing to defend them even it requires sacrificing their will to be themselves.

At first, this page bid greetings for Hidilyn Diaz for the first gold medal in the Tokyo XXXII Olympiad.

For 97 years, Filipino athletes trained with all their best in pursuit of winning the gold medal. However, despite winning either silver or bronze, athletes who participated in a sports activity, instill in their minds to be faster, higher, and stronger in order to gain their success. 

Right was Guillaume Faye, that sport is more than just promoting peace and goodwill, but instead it is to improve bodily performances in an intelligent way or to train for combat. In Diaz's case, she is an air force officer, sworn to defend the country like the other olympians of long ago- with their skill as in itself a form of military training, preparing a citizen in times of war.

On the other side, it is not surprising how Filipinos think of Olympics. Either they downplay it in favor of commercialised professional sports events, or by seeing politicians and business conglomerates suddenly having a thought of supporting athletes to gain favour from those who trained, worked hard to gain the prize. That again, right was Guillaume Faye, that "they feed a new sector of the entertainment industry which creates very few jobs but is often infiltrated by mafias, while mobilising huge financial resources from which many profit."

Pardon for the thought, especially when how Filipinos perceive sports as some entertainment laden with commercialism than seriously taken as a soft power like those of its neighbours. The government's half-hearted policy on sports showed concern for athletes be it facilities to those of allowances, what more of seeing sports officials focusing on their interests other than improving and promoting sports. Cannot blame concerned athletes especially Diaz in expressing grievances in public that made government apologists to slander, what more that the authorities themselves wrongly accused her of being part of a destabilisation plot in 2019. For a concerned would say isn't it that ridiculous to connect her to something she wasn't involved? Or was it because she expressed concern on the state of athletes that made some assholes to implicate her in something that's impossible? And now as she got the gold and all, they changed the narrative to that of praise- despite the fact that there are those who can't forget the slander and the bullshit that's thrown on her. 

Anyway, to cut this thought short, hope that in Diaz's gold people should realise that sports isn't some entertainment alone, but a soft power a country that's to promote especially after 97 years of being gold-starved and now gain one (maybe soon another more if one wins in this Olympiad). Whereas neighbours did use culture, including sport as their promotion of their national power, why not in the Philippines as well? Also hope that there's more than gold for the athletes, but to create new champions, all imbued with what Pierre de Coubertin said:

"Citius, Altius, Fortius: Faster, Higher, Stronger."

"Modest, Simple, Impactful". These are the words described by People's Television manager Katherine de Castro regarding president Rodrigo Duterte's sixth and final State of the Nation Address in Batasang Pambansa. 

This description, which also includes the entire ceremony, is made due to the current pandemic situation, that made Duterte rather made the event as simple and modest as possible, according to De Castro via the Manila Times. "Expect something classy, simple [and] modest, yet impactful to be translated on your TV screens. More than the fact that our President is from the region, he is one who would surely prefer to be portrayed in a rather subdued, unpretentious way and certainly not grand," she added.

However, despite this simple, modest, yet impactful kind of event, it seems that the address brought by Duterte is way far from the "legacy of change" being brought about- with most folks felt largely dissatisfied with his message. For honestly speaking, people thought that other than showcasing his achievements, they also believed it's about time for the president to own up to his shortcomings, his failures from the past five years, particularly his war on drugs, human rights violations, and a mismanaged response to the COVID19 pandemic.

It is not surprising about that dissatisfaction be it because of his failure to own up his shortcomings to those of blame games and braggadocios. Yes, Duterte may have told to the country about his achievements be it the infrastructure program, of laws like free education, the "malasakit centers", and antipoverty efforts amidst the pandemic like the "Bayanihan to Heal as One Act", "Bayanihan to Recover as One Act", "Corporate Recovery and Tax Incentives for Enterprises Act", "Financial Institutions Strategic Transfer Act", and the "Social Amelioration Program". But on the other hand, these achevements fail to outweigh the controversies Duterte ought to evade if not downplayed most- that of war on drugs, his grudges towards the opposition, the closure of ABSCBN, and other tirades that spoils the hopes of many during that address.

For an instance, Duterte continued boasting about the alleged success of his "war on drugs". He even claimed he did not want families to break up and become dysfunctional due to Drugs. But why is it dysfunctional? is it because of drugs alone? How about the lack of concrete response to the pandemic? Hunger? Natural disasters? Or even false flag operations?

Another is Duterte's claim that his government "has taken away the misery of public commuting" by citing recent improvements especially on the MRT3. Netizens were quick to debunk his word by showing photos of people in crowded stations and sidewalks, all waiting for public transport. Wouldn't be surprised that with the change of bus routes and the removing of franchise in UV express this also adds to the problem. 

Even ABSCBN is also included in Duterte's gaslighting. After hurling many threats towards the station, this "national gaslighter" claims he had no problem with the media conglomerate while insisting "they are cheating government by the billions in taxes". But according to ABSCBN employees and even the Bureau of Internal Revenue, the company has no issues especially in regards to taxes and other related matters. Duterte's tirades with ABSCBN was obviously political in character, with himself attacking the network and a major factor in its shutdown last 2020. Duterte even claims that this shutdown was also a "victory against the oligarchs", when in fact certain entrenched entities wanting to get the frequency from the Lopez-owned network. 

Duterte even said that the Philippines has to assert "what is rightfully ours" in the West Philippine Sea, which is way contrary to his earlier statement downplaying the arbitral win against China as a "worthless piece of paper." "We are not yet a competent enemy." he said, and yet he talks about military modernisation and plans to increase the pay and ranks of uniformed personnel. For what? Defending against Chinese intrusion in the disputed isles and shoals in the West Philippine Sea? Or just guarding those of entrenched interests in the face of looming opposition especially in the countryside? He even praised the modern incarnate of "Committee on Un-Filipino Activities" known as the "National Task Force to End Local Communist Armed Conflict" despite the fact that it had brought havoc against the opposition and concerned citizens alike in the name of "anticommunism" and "counterinsurgency". After all, he did scrapped the peace negotiations and probably wanting to dissolve the office of the peace adviser while busy kowtowing to Xi Jinping for scraps!

Such nonsense Duterte said in his State of the Nation Address may have outweigh the achievements being brought about by his apologists. True that he "tried to make reforms" despite the fact that it benefited the entrenched entities. He may have fought the oligarchs as what he said in his past speeches, when in fact his supporters in the government are also oligarchs who did gain concessions in exchange for supporting Duterte and his programs. Dennis Uy, Razon, even San Miguel's Ramon Ang did benefited from the leader who claims to be "against the elite""!

To sum it all, Duterte's speech is itself high in copium. In every tirade, a metaphorical opiate is inhaled when faced with failure, having extreme rationalisations, outlandish accusations, extreme rage with unconvincing allegiations. Even his supporters are also high with copium as one may think of, with the same symptoms as their idol has.

Seems that Duterte’s last State of the Nation Address gonna be “interesting”.

For amidst the tumultuous times, that the President of the Philippines as “trying” to be less thuggish, simple, "classy", and "impactful" in his message to the folk as he instead focusing on making policies particularly those of necessary laws prior to his exit. 

But the past events has marred the achievements the administration bragged about: that the recent calamities, eruption of Taal volcano, water shortage due to drought, and the flooding in Metro Manila will surely dampen any ridiculous claims on disaster preparedness, mitigation, and response. The COVID19 pandemic with its half-hearted responses, with spikes caused by the recent Delta variant will temper any urge to play up the government’s actions showing how “effective” and “efficient” their response. 
 Yet despite this, expect apologists of the order trying to insist their idol as “trying to do his best” in “making lives comfortable”, as topics like the “Build Build Build”, “passport validity”, “free healthcare”, and “free tuition” as Duterte’s showcase of achievements. However, most of these are carryovers from past administrations if not funded by foreign loans and initiated by private conglomerates. Worse, marred by corruption as bureaucrats treating such initiatives as milking cows for their selfish interests. 

Hence, with all those numerous feats to mention and attempts to ensure continuity, it is not surprising if the president talks about policies, priority legislation that’s to be enacted be it domestic issues to those of foreign policy; otherwise, expect tirades against the opposition, including those concerned, especially when the administration tries to insist success with the war on drugs to those of war against rebel groups. But, if any mention of extrajudicial killings, or state-sponsored atrocities will probably bolster the case against him by the International Criminal Court. Of course, apologists will either deny it, insist as if “Oplan Tokhang” or the "Anti Terrorism Act" and the dissolution of the peace talks between government and the rebels as a necessary move, that the infrastructure program requires immense sacrifice (especially paying trillion-peso loans from moneylenders), worse, still remorseless in taking pride of their Duterte even he’s branded a criminal for his actions. 
Still, regardless of their statements and justifications, truth prevails as the folk themselves saw truth from facts and continue seeking further. The quote from Manila Times  may have tried to appease the folk if not "knocking on their conscience" for criticising Duterte and his acts. But damn! Cannot blame the folk for getting worried, of criticising or even assailing Duterte for fooling the folk with words like "reform", "change", just to see sameness! And if the order insist their bullshit, expect these concerned folks will never yield. 

Again, today is the president’s last major address to the Filipino people in the session hall of Batasang Pambansa. This will still be interesting, but doesn’t mean surprising. Especially from a somebody who portrayed himself as a man of action with immense political will- only to end as a living meme and a butt of jokes from those who supposed to benefit from his promises-turned-victims of his bullshitry.

The events of 2016 have gripped the entire Filipino people and thus affected them deeply. Initially it seems to be like a dream that out of misery, hopelessness, division brought by the past administration comes a time to revive a sense of greatness and of rebuilding a community. That the left and right almost "united" out of utter disgust and of sheer hopes that "change" as coming after the "yellow" tragic events of Mamasapano, Kidapawan Massacre, the pork barrel scam, and others one would seemingly think this shattered the "yellow magic" of 2010. 

However, this unity was way far from the usual civic awareness. Basing on comments from social media sites, those fanatically supporting Duterte demand something radical within the government, that of a revolutionary situation to restore greatness- that even shared from a disgruntled activist yearning for reform to that of a soldier wanting restoration of order. 

But today, this enthusiasm has lessened, if not seeing reform as way far from what radicals wished but that of a continuity-wanting conservative, otherwise, that change under Duterte isn't really change after all. Let alone a continuity of past administrations' policies and programs, rephrased, reinterpreted to show less similarities; yet the essence remains the same, that of benefiting the ruling order than those of the folk who voted for him. Looking at comments supporters may have appreciated those programs two and fro, be it free education and affordable healthcare, new and dynamic infrastructure, attempts in building peace with Moros, the continuity of cash transfer programs, never ending promise of land reform, tourism development, and labour policies. Yet, no matter this country experienced this "unity of spirit" as shown by numerous feats and in the exhilaration of the comments brought by the apologists, this "change" can also produce slag, from which it must be removed. 

Furthermore, as those feats are being praised two and fro by his supporters, these are nothing compared to this pet agenda Duterte wanted so much- that of war on drugs and his perchance for paramilitarism on the guise of "peace and order".
The operations "Tokhang" and "Double Barrel", no matter how it was controversial due to extrajudicial killings, was considered Duterte's major feat in curbing drug abuse if not an example of the regime's brand of orderism. Even the battle of Marawi itself became controversial as Duterte himself, contrary to the promise of bringing residents to their homes after the war, decided to build a new military base in the heart of the the city- making displaced residents stir dissent. Not surprising if his perchance for order became a ruse for exploiters to do dirty work especially against the poor and those dissenting against unjust policies. Corruption remained a major issue no matter how Duterte purged officials implicated in unlawful activities such as those from the Customs Bureau, while the Philippine Health Insurance Corporation remained a milking cow for its administrators. The latter, sadly to say became an object of criticism that even allies of the administration admitted that it failed to control- is it simply because there are those who strongly supporting Duterte and even funding him? This corruption, whether this comes from the bureaucrat or from the despotic landlord who even wielding political power as the economic just to upheld their interests, has also proven how this change be tarnished, produces slags from which it must be removed. 

And since Duterte first and foremost sworn to upheld the order, comes a contradiction especially when his supporters demand for 'radical change' be it legal as 'charter change' to those of extralegal means through a 'revolutionary government'; sorry for the thought but contrary to those supporter's yearning for change, Duterte's treatment of "reform" isn't driven by the idea of dismantling the old social order but to consolidate it, substituting one for another. He may have disdain with the old rich, but this doesn't mean he cannot accommodate those from the old rich willing to support him. He did forced small-timers like Wungchuking of Mighty Corporation to pay their taxes in full yet mum when it comes to bigwigs like Lucio Tan and end settled for a half. In the case of stripping ABS CBN the right to use its frequency, supporters described it as a part of his battle against the 'oligarchs' while on the other hand Duterte quickly defended ]the 'rights' of the landlords such as the Lorenzos of Lapanday, in exploiting the farmworkers from their heavily-policed banana plantations. Duterte and his supports claims his development did benefited his people, even it requires paying trillion-peso loans from China and other moneylenders. 
Yet still people failed to see in it, except of course, what is shown in the news and how their idol ranted against the "oligarchs" and purges corrupt bureaucrats. These can be miniscule compared to the reports the administration tries to cover, negate, or simply not to broadcast at all. Not even wondering why Duterte himself who from the start promised to promote transparency with his "freedom of information" doesn't want to show his "Statement of Assets, Liabilities, and Net Worth" on the other out of fear people will ridicule and dismiss him as corrupt- hence, he himself can be a slag pretending to be an iron.

Speaking of the press and expression, be it radio, television, to those of the internet and social media, should be more than just informing, but that of seeking truth from facts. And knowing that the regime "tried its best to upheld civil rights", then mass media will always serve as a watchdog of the folk to inform the government about the inconveniences, and where transgressions are committed against demcoracy and the rule of law. However, the present administration, like those of its predecessors, tries to show to the folk on their side if not to rally under their flag- yes, especially in a time people gone weary or concerned about recent events. But no matter how they trying to air their side yet with slander and bullshit, no matter how well organized, can never be a substitute for this responsibility of the press. Not surprising if those who expose the inconveniences brought by the order are being accused of sowing disunity, like ABS CBN who end stripped out of their radio and Television frequencies by the authorities. Again, apologists claim it as a "victory over the 'oligarchs'" with Duterte himself trying to placate the folk that this has nothing to do with hindering the right to press, speech, and expression. 

But this doesn't stop the concerned in claiming that civil rights and freedoms is threatened by the order's intervention both by authorities coercion and its supporter's bullshit. But on the other hand, expect the order would accept the openness of this remarks that the government can afford to allow a discussion of the burning questions of the nation. The only ones who have earned the right to enter this debate, however, are those who have put themselves at the side of the administration, and its efforts without reservation and have proven their loyalty. Not surprising if they "able to seek truth from facts", but given their rabid loyalties, their "truth" is but a distortion meant to rally people on their side especially in the face of criticism- that their perception of progress was just amidst the reality of social injustice and uneven development benefiting both multinational moneylenders, rural and urban "oligarchs", and of the corrupt bureaucrats. For instance, the "Build Build Build" program wasn't from Duterte alone, but carryovers from past administrations, and funded by international moneylenders; worse, some of which end marred by corruption as in the past, that for the administration admits that it failed to stop. 

This note may find it unsurprised if those who supported Duterte in a fanatical way realised their "mistake" of supporting him. Ever since they're attached to news favourable to their idol and eschewing "seeking truth from facts", it is unsurprising that they chose to set aside or omit the reality that the Filipino still wallows in poverty, trying to deal with corruption, experiencing fear brought by injustice, yet hidden within layers of “development” and “progress” that’s promoted by the administration and its well-oiled propaganda machine. It is also unsurprising that a growing number of folks starting to get concerned as they “seek truth from facts” and realise how the country, behind this developmental façade lies the reality of stagnation- that every bridge, road being built by loans doesn’t end the hunger of the folk and the negligence of their communities, but instead raking profits for the fat cats in the government and in the bourse. 

Expect apologists of the order claiming that press freedom exists despite numerous threats and slander towards those who seek truth from facts. Their idol may have admitted corruption still prevailed amidst reports exposing one department after another having officials doing illegal activities. But, the presidential statement and those of his supporters are not substitutes for truth, for the fact that they are those who have put themselves at the service of orderism and its efforts without reservation and thus have proven their loyalty. But, for the sake of having a "democratic space", it did allow a discussion of the burning questions of the nation, if not debate, but again, this doesn't stop from creating slander, fear, threat by those whose "right or wrong, Duterte is still right" reflects their view.

As the political mumbo-jumbo continues to irritate most Filipinos if not dismiss as gutter-level humor, the administration’s supporters still clinging to their “revolutionary aspirations” by insisting their idol to pursue “revolutionary means”. But this aspiration of theirs has less of a revolution and that of a counterreaction to an existing reaction: that they hated the past administration yet every economic and social policy remains as same with rephrased statements and all. 

There are times that from these supporters, especially those intelligent ones, trying to present their idol as progressive if not radical-populist as its western counterparts (Putin, Trump, Erdogan, even Xi Jinping) but failing to see the reality how their idol continues the policies of his predecessors while claiming it as his contributions. Is this “revolution”? As one may think of especially when after hearing Duterte’s fiery speeches against the “oligarchs”, trying to be radical as their former “leftist friends” and yet at the same time listening to their pleas dismissing this obvious social conflict by claiming the “time of emancipation of the lowest social orders against the higher orders is past” as they downplay the revolutionary aspirations of the people.
Of course, people will claim that there’s a need for a government that truly represents the folk as a whole, and not of cliques especially those trying to run behind the scene. Duterte’s supporters, however, will distort that view of a folk community into their own perception- that of a distorted "benevolent paternalism" where Duterte is more than a head of state and government-but of a father figure who can bend laws just to "assert what is right and just" for his people. And reality shows that he can bend laws to prove he is "right" to justify his actions- that he can screw human rights just to prove he value "human lives", that his promises can be dismissed as "jokes" straight from his own mouth enough to prove by concerned folks that he really conned, fooled the community. Not surprising that his supporters seriously belittle concerned intellectuals as Duterte dismiss the arbitral win versus China as a "piece of paper", if not hearing an official lambasting scientists after latter disagreeing with the government-sponsored "dolomite beach project" in Manila Bay. Such bullshit has turned their idealised volksgemeinschaft into hell enough 'till to conclude that popular sovereignty as a failure in favour of Duterte's distorted Fuhrerprinzip. "No to Democracy, Yes to Duterte" as Michael Monteroso said in his social media post- and this shows how he, being a rabid supporter like the others, is willing to eschew democratic processes, civil rights and liberties, just to assert an order Duterte wanted.

Perhaps, as time goes by, with changing stances and antics, the events brought by the Duterte administration has showed a Filipino-style dictablanda in which civil liberties are allegedly trying to be preserved rather than destroyed. Right was Washington SyCip that there's nothing wrong in having a dictator, probably because he was looking for a benevolent despot in a fashion of Lee Kwan Yew or Lord Maclehose, trying to create an atmosphere of discipline and tempered with compassion/or mercy. However, this trying to maintain a democratic atmosphere while acting obviously despotic doesn't mean Duterte truly tolerated these liberties, but rather a chance to "root out and destroy" by any means from trumped-up charges to propaganda.
But did that dictablanda removed the corrupt within the ranks? Not even despite televised threats and purges, but instead sidelined those who are concerned about what goes on under the administration- that of replacing sound reformists with jokers claiming to be as patriotic as their idol. Three years ago, this writer wrote thoughts about "Reformist Orderism" after people wanting the administration to pursue reforms evenly while at the same time praising his brand of order. Maybe because they wished to see the government acting as an arbiter between the haves and the have-nots, the idea of having a "responsible government" via "orderism" that's "capable of making reforms" seemingly possible such as under Duterte himself.

But, despite favouring both reform and order this doesn't tantamount to making major changes except those of consolidation- that labour reforms doesn't mean the worker guarantees more. "The important is to placate them" as one may think of, especially when those who suddenly spoke of aren't really driven by the people supposed to be benefiting but instead to the very order that wants to "shut up" the ones demanding for it. Imagine how the Comprehensive Agrarian Reform Program end benefiting landowners by watering it down for their interests while presenting it as for the landless farmers and needy farmworkers. Promises of "Freedom of Information" rather end treated as propaganda ploy while treating seriously the provisions of "Anti-Cybercrime Law" to threaten the opposition.

After all, the phrase “men make history,” has frequently been misunderstood as well. Marcos himself tried to be like Quezon, a benevolent despot who tries to "avert the revolt of the poor" by both hard discipline and benevolent reforms. Duterte tried to be like Marcos as his apologists presented him as a benevolent despot; but his "gutter frankness" prevails over "decent reason"- to which his supporters praised his antics as "unpretentious". Undersecretary Antiporda's memo in the "Department of Environment and Natural Resources" attempting to prohibit employees from posting criticisms against the government even shows an attempt to dissuade promoting civil liberties such as freedom of speech and expression- which is the least "democratic" kind of thing on can imagine- especially for a rabid Duterte supporter who trying to profess national unity by uniting under his idol Duterte. 

But national unity doesn't mean supporting Duterte "right or wrong"! National unity shouldn't even be treated as a totem pole as what tyrants do to its subjects to justify silence and obedience. People demand a "unity" that's a communitarian, if not a collective sense than that goddamned narcissism the order and its apologists showeth. And no matter how apologists like Antiporda, Uson, or Tiglao trying to beautify their idol's image, truth is that great men are not made by obviously propaganda feats, but rather grow through their deeds and recognized by society and history- and that is way far from what their idol shows. His "build build build" and various programs cannot outweigh the bloodstained actions of Tokhang and Double Barrel, his rants in the media, and the like. And if his supporters demand for a "revolution", that "revolution" of theirs, obviously a counterreaction, cannot emancipate themselves against their higher orders that Duterte himself sworn to protect and upheld. They would try to make the state as the center of rule for the entire folk, if not trying to encompasses the whole of the folk, as it tries to reject any special claim from an entrenched sector, estate, or class.
But no! That state of theirs they envision can become if not really, a tyranny trying to trample people's freedom in the name of "order". Duterte's tirades and actions, pretending to be that of making change, can never be an outcome of genuine, responsible leadership that promises changes to its folk, let alone being a boss to its subjects. It cannot be a "revolt of the poor" as what Marcos loyalists envisions- to which instead of supporting them rather controlling them using the state as an arbiter than a leader in its quest to overhaul the society from its systemic squalor. And no matter how they detest the "oligarchs" as they claim of, reality becomes otherwise-unless they're willing to spark a ricefield fire and fan it over even it hurts themselves.

Now, as the regime comes to its final months, expect those who are loyal to him insist his actions as necessary, sort of a "Duterte, Right or Wrong" kind of statement if not out and out remorseless in supporting their bloodied idol. These self-proclaimed "revolutionaries" will keep on insisting their idol that a "revolutionary government" as what the nation needs, aside from urging to vote their idol's successor and its coalition in the ballot box. Otherwise, "their ideas can't not conceal the fact that the one who threatens with the firing squad is the one who is most likely to come under the same tool as their idol threatens its enemies." Duterte almost united the people left and right, but given his actions, his unity turns out to be a mockery of it- he sidelined those who concerned about the people (Taguiwalo, Mariano, Lopez...), making jokes out of pressing issues (such as gasoline for a disinfectant), even made fools out of those who promised a "comfortable life for all" as forced evictions prevail over those of "no relocation without proper location" if not the familiar "jetski" promise that turns out to be a ruse as Duterte himself chose to remain vassal of both realms- that of Uncle Sam and Fu Manchu!
And to think that as people increasingly "seeking truths from facts", it becomes a duty for them to resist. For in a country where Social Justice being trampled; and officials desiring peace that’s of the grave and in utter silence; of thugs "defending rule of law" glorifying their gore despite promises of "healing the wounds" of social conflicts; of institutions silenced with truncheons if not seeing those preferring to hide the truth if not misrepresent it- then expect a future those rulers wants to decide a country's fate behind the back of its subjects, especially in a state that claims itself democratic and republican, and yet its truth as obviously tyrannical, hypocritical.

Since there are those who still cling to the view that Duterte can bring changes, of reforms, then this reminds of a phase where the once idealistic Ibarras turned into Señor Pastas, who chose to pretend ignorance as if to show they had nothing to do with childish matters. Their idol himself be that way, that while assuming to be that of a reformist, or a revolutionary, he rather pretend ignorance/aloof as he prefers dealing with his pet agendas. His promises are rather treated as empty rhetorics if not jokes of course, as opposed to his much-focused controversial acts like Oplan Tokhang. The passage of the Anti Terrorism act, claiming to be that of uphelding democracy,  brought harm than good, and now in this battle against the pandemic, their actions, being politicised and too focused on his "desire for order through fear", has brought harm than good to its subjects. But again, these apologists will insist how good their idol is, if not provoke critics with insult, slander, even threat as more and more people chose to fight back for justice, for they know that the government is well informed on all the self-interest, lack of character, want over truth, unchivalrous conduct, and arrogance trying to rear its head under cover of "change".

LEONILO "NEIL" DOLORICON

At first, this note bid condolences to the family and friends of the late great visual artist, Professor Leonilo "Neil" Doloricon. 

According to an announcement by his daughter Kat Doloricon on Friday Morning (July 16), Doloricon died in a hospital at past 3:00 AM. He was 65 years old. 

At the time of his death, Doloricon served as a professor of the University of the Philippines College of Fine Arts, which he served as dean from 1998 to 2001. He also chaired the Committee on Arts and Humanities at the Commission on Higher Education.

Aside from the academe, Doloricon also became a long-term editorial cartoonist of several newspapers, including People's Journal, the Manila Times, and Malaya Business Insight. He even became managing editor and occasionally, as a cartoonist of alternative newspaper Pinoy Weekly.

His artworks also featured in various museums and galleries, such as the "Neil Doloricon -Fundamental and Digital exhibit" in Makati City in 2013 and "Lupa: Struggle For Land" at the Jorge B. Vargas Museum in 2014. Last 2017, the National Museum also held his solo exhibition entitled "A Gift to the Nation", featuring 50 limited edition prints that were donated to the museum and took up to three decades to complete since 1987.

From his feats and contributions in the field of visual arts, he was given citations such as the "Gawad Para sa Sining Biswal" from the Cultural Center of the Philippines, and holder of the Fernando Amorsolo and Guillermo Tolentino Professorial Chairs in the UP College of Fine Arts. UP Artist Circle, from which Doloricon was part of from 1974, described him as "one of the pillars of social realism in the Philippine art scene and was popular for his paintings, murals, and relief prints that depicted the struggles of the masses."

True to his commitment in serving the folk, Doloricon's work showed how art can be a weapon against oppression and a tool in seeking truth from facts, especially in a time of disquiet and rage. 

That from his themes and depictions of people and its daily doings, he showed to the folk an art that serves the people and community, all in pursuit of freedom and justice for the oppressed and exploited. Call it "Hardcore", but from its depictions resonate what really comes from the people, and its struggle for land, jobs, an end for dehumanisation, the need for social and economic justice, an end to militarisation especially in rural areas, everything that the order obviously shuns in favour of things "idyllic" and "touristish", no matter how they recognise Doloricon's feats as an artist both in the Philippines and in abroad.

And despite threats as an activist employing art as a weapon of social change, Doloricon's nationalistic act shows that to be a nationalist is not some kind of a dinner party if not an idyllic affair, it is about sharing hardships and joys, a continuous forge, till, fight for the future that is to come.

Need not to explain further. But perhaps, amidst mourning and expression of condolences, expect those who chose to follow his direction and make art, culture, that’s for the people, full of fervour and dynamism as what his art shows.
